Musk's illegitimate DOGE hasn't gotten to USDOT yet, but that doesn't mean the Trump administration isn't preparing to wreak havoc on our nation's transportation system. Following Trump's executive orders and OMB funding freeze memo, USDOT is preparing to illegally claw back up to $20 billion in funding that has already been promised to state and local governments around the country.1
If the administration is allowed to cut funding that has already been obligated, in defiance of a court order, it would be a constitutional crisis with direct impacts on transit governance. From the biggest state governments down to the tiniest local governments, nobody would be able to properly budget if they knew that even dollars explicitly promised to them could be clawed back if the federal government wanted.
