This rule will exclude the kinds of people that Medicaid was created to cover — people with severe illnesses and disabilities, people in the middle of cancer treatment, people who are blind, people who have a disabling mental health condition.    In fact, Congress created exclusions from Medicaid’s work requirements to ensure that people with complex illnesses and disabilities don’t lose coverage or have interruptions in care.    We’ve seen what happens when unnecessary barriers are added to Medicaid. Eligible people lose coverage; state-run programs, safety net providers, and emergency rooms absorb the strain; and costs go up as more residents become uninsured.   People living with serious illnesses or disabilities already face enormous challenges in their daily lives.
