I’m introducing a bill to keep AI under human control

We have one chance to get this right.

Jason,   AI is advancing at a pace Washington cannot match. And the people building it are warning us about what could happen if we get this wrong.   We cannot afford to wait for a catastrophe before Congress acts. That’s why I’m introducing the Human Control Over AI Act, a new bill to make sure artificial intelligence can’t act independently.    Let me explain:   As I told CNBC this week, the risk is not just that AI makes a mistake. It is that these increasingly capable systems could begin improving themselves, modifying their own objectives, or circumventing the safeguards designed to keep humans in control. We need comprehensive AI regulation. We cannot wait until we lose control to start building the guardrails.   My bill would:   ✅  Ban recursive, self-improving AI until safeguards are in place ✅  Create a federal AI safety agency with licensing and oversight authority ✅  Require safety standards, including kill switches, containment, and secure testing environments ✅  Embed independent auditors at frontier AI labs who report directly to the agency ✅  Create criminal penalties for catastrophic AI harms and disabling critical safeguards ✅  Require AI companies to carry extensive liability insurance ✅  Pursue enforceable agreements with China and other adversaries to prevent dangerous AI development   ADD YOUR NAME: Tell Congress to pass my Human Control Over AI Act. AI should be no different.   We have a narrow window to get this right.   The question is not whether AI will transform our world; it already is. The question is whether we will put guardrails in place before the technology moves beyond our control.   I believe in the promise of AI. But I also believe it’s our responsibility to make sure it remains under human control.   That is the standard we should demand.
